» Background
The Electricity Act 2003 envisages developing a competitive electricity markets to make power available to all at affordable prices. The Act has unleashed wholesale competition and we have already noticed tremendous growth in electricity trading volumes and efforts being put forth by the Regulatory Commissions. The benefits of wholesale competition are however, yet to be fully realised. However, initiatives such as part merchant capacities already being pursued by various generators and development of a power exchange at national level are likely to provide a fillip to emergence of a vibrant wholesale electricity market. The benefits of a vibrant electricity market shall not reach the consumers unless access to consumers is enabled through appropriate regulations.
At this juncture, we believe, it would be essential for us to draw on the learning from countries which have successfully introduced retail competition. An appreciation of the issues & challenges in implementing accessing to consumers shall not only help us in drawing up an accelerated road-map for introducing retail level competition but shall also enable us to prepare for the impending competition .
