In the downstream segment, we have an extensive experience in business planning, regulatory assistance, distribution network optimisation and city gas distribution (CGD) business management.

Policy, Reforms and Vision
 

CRIS has extensive working experience in policy domain with governments, multilateral agencies, ministries, and regulatory bodies in the sector. We are involved in several landmark assignments related to Oil and Gas market development in India and emerging markets. We are currently preparing a master plan for increasing and scaling up the coverage of LPG usage in India. We have lately worked with Ministry of Petroleum and Natural Gas (MoPNG) and a steering committee of key Oil and Gas PSU's to develop Hydrocarbon Vision 2030 for North East India. We have advised Directorate General of Hydrocarbons on a Specialised Study for Policy for encouraging Exploration and Production activities. We have also advised the Regulatory Board (PNGRB) in India on the concept of determination of marketing margin for supply of domestic gas.

PPP and Bid Process Management
 

CRIS has a rich experience of working in the PPP infrastructure space across countries in Asia and Africa. CRISIL Infrastructure Advisory has been able to leverage its extensive PPP capabilities in assisting governments of emerging economies in Africa, South and Southeast Asia in drawing the roadmap for increasing private sector participation in infrastructure. We provide advisory services starting from conceptualisation, techno-commercial feasibility, bid process management and contract management for PPP projects. We have extensively worked with multilaterals like World Bank and Asian Development Bank as advisors on various investment programs in India, South East Asia and Africa. Our recent assignments pertain to investment programs in the area of natural gas transmission, and distribution infrastructure in countries like Bangladesh, Philippines, Mozambique to name a few.

Bid Advisory
 

CRISIL Infrastructure Advisory has advised clients on feasibility for investment in pipelines, City Gas Distribution projects and LNG terminals in India. CRIS is also credited with expertise in assisting clients in due diligence exercises. Development of the Indian natural gas market in the context of new hydrocarbon discoveries as well as planned LNG terminals have necessitated the development of a pan-India pipeline grid that can connect all the regions. We have provided advisory on several projects offered for bidding by PNGRB in the recent years. We have also provided bid advisory on City Gas Distribution networks during bidding rounds to more than 25 cities. Our experience in bid advisory includes carrying out demand assessment, feasibility assessment, competition assessment and formulation of bid strategy.

Business Planning and Market Strategy
 

CRIS has an extensive experience in project evaluation, market diligence, project asset portfolio analysis, and business planning. We recently advised a global firm on market entry strategy to foray into distribution space in India and also a global banking and financial services firm in evaluating market potential, pricing and consumers for sale of LNG in the country. Our team brings a rich experience of working on gas market assessment studies in developing economies, city gas distribution projects, LNG studies and upstream asset evaluation across SE Asia and the Middle East. We have lately advised a government in the Middle East on the feasibility of city gas distribution network.
