Roads and highways projects database

CRISIL Research has launched a database of road and highway projects, designed to enable stakeholders to make informed decisions.

Amidst the COVID-19 outbreak in the country, the database would be all the more valuable to gauge a detailed view of the industry, along with latest developments, across national highway and rural road projects. One can glean pertinent insights at the project, promoter and state level, as well as at the model or scheme level. Notable insights such as:

• ~75% of Hybrid Annuity Model (HAM) projects awarded by the National Highway Authority of India (NHAI) over fiscal 2016-19 are currently under construction. Of these, while 80% projects are largely on time, 20% projects were delayed by ~8 months beyond their Scheduled Completion Dates (SCOD) even in the pre-COVID scenario.
• Also, we observed clear delays in NHAI issuing appointed dates for these HAM projects, 30-35% projects began construction one year after awarding.
• Bidding for National Highways and Infrastructure Development Corporation (NHIDCL) projects is quite aggressive with projects being awarded 25-30% below the authority's estimated costs.
• Among the states, Orissa and Assam had the highest rural road projects completed in fiscal 2020 under the Pradhan Mantri Gram Sadak Yojana (PMGSY).
