Smart Cities & Villages

Smart cities

As part of the Indian Government’s $7-billion Smart City Mission, we assisted cities in developing their proposals, drafted action plans, prepared business plans amongst others. We were one of the few consultants awarded mandates to prepare proposals for cities, including Solapur, Nagpur, Nashik, Thane and Kalyan-Dombivali. We are also empaneled by the Ministry of Urban Development for Region 5 (Maharashtra and Jharkhand) and Region 8 (Andhra Pradesh, Telengana, Karnataka and Goa).



Smart villages

We have been assisting Ministry of Rural Development in developing projects that provide urban amenities in rural areas under its Providing Urban Amenities in Rural Areas programme. The mandate involves assisting in the structuring of projects, drafting bidding documents, assisting in the bid process management etc. We are also assisting the ministry in managing, developing and implementing the Shyama Prasad Mukherjee Rurban Mission, and evolving a framework to develop rural growth clusters.

Urban Development, Reforms and Governance

We have one of the largest teams in the urban development advisory space, with extensive experience in urban planning and development, urban finance frameworks, and working with city governments. We have worked with over 50 cities, assisting them to prepare city development plans (CDPs). This includes supporting  the Ministry of Urban Development in preparing CDPs for 30 cities under the World Bank-funded Capacity Building for Urban Development programme. One of our pioneering initiatives has been the development of tools and frameworks for benchmarking urban service provisions.


We have also done pioneering work in urban finance, developing state level urban finance frameworks for Gujarat and Tamil Nadu. For Odisha, we developed a framework for property tax assessment and framed rules for the property tax amendment bill. We are developing a business plan for Indonesia’s Infrastructure Development Fund as well.

Regional Planning and Development

CRISIL’s Urban Practice Division has been involved with several landmark assignments, such as Eastern Dedicated Freight Corridor (Amritsar-Kolkata) for World Bank and Bengaluru-Mumbai Economic Corridor for Delhi Mumbai Industrial Corridor Development Corp.


The division has undertaken several projects in the past:

  • Reviewing urban planning and development control management in Maharashtra
  • Drafting recommendations for institutional strengthening for Mumbai Transformation Support Unit
  • Developing a long term plan for the Eastern Mumbai Metropolitan Region along with Korea Research Institute of Human Settlements
  • Preparing a vision document, development plan for the Nagpur metropolitan area, as well as a National Human Settlement Strategy for Bhutan 
  • Conducting impact assessment study for Cluster Development Policy for Navi Mumbai and Thane in Maharashtra

Public Private Partnership Policy and Transaction Advisory

CRISIL Infrastructure Advisory has experience in the Public Private Partnership (PPP) infrastructure space, having successfully advised on over 850 projects in  22+ countries. We have leveraged our extensive PPP capabilities in assisting governments of emerging economies in Africa and Southeast Asia in drawing roadmaps for increasing private sector participation in sectors such as:

The comprehensive service covers conceptualisation, techno-commercial feasibility, bid process management and contract management. Our experience also includes legal, policy and regulatory reviews for PPPs. We have reviewed World Bank toolkits, the South Africa Treasury manual, Victoria PPP Guidelines, United Kingdom Public Finance Initiative technical notes. Our experience in PPP financing includes formulating viability gap finance mechanisms, developing take-out finance products and more.
